Yes, the PlayStation Network is still down, and there has been no word from Sony as to when the online services will be back up since their update over the weekend (PSN Still Down, Up "Soon" With Enhanced Security & "Welcome Back" Goodies), unless you count the little bit that was included in their blog update today:

Sony recently responded to questions from the U.S. House of Representatives. While they weren't there physically, they responded to the questions in writing (you can view the full response
here).
Apparently the intruders planted a file on one of the Sony Entertainment servers. The file was named "Anonymous" and the words within the file were "We are Legion."
Sony also shared a few more details regarding the "Welcome Back" program during their response to Congress:
"We told the subcommittee about our intent to offer complimentary identity theft protection to U.S. account holders and detailed the “Welcome Back” program that includes free downloads, 30 days of free membership in the
PlayStation Plus premium subscription service; 30 days of free service for Music Unlimited subscribers; and extending PlayStation Plus and Music Unlimited subscriptions for the number of days services were unavailable."
