It seems that while the Spider-Man PS4 video game will include some Avengers, Miles Morales and the Sinister Six but there simply "wasn't enough room" to include Venom.
At least, that's the word from Insomniac Games Art Director, Jacinda Chew. Perhaps he's being saved for a sequel. After all, the game will include Shocker, Rhino, Electro, Mister Negative, Scorpion and Doc Ock. That doesn't leave too many villains for Spidey to face in a sequel. Venom would be the logical place to go.
Of course, the character could also show up as DLC or a Black-Suit Spider-Man could be playable- as a precursor to Venom appearing in a sequel.

Insomniac Games' Spider-Man will be released exclusively on PlayStation 4 on September 7, 2018.
