The Ice Breaker can bought from Xûr for 17 strange coins, received from random rewards, decrypted from an engram, or found in certain chests. The reason why it is so beloved among Destiny fans is that it does huge damage and doesn't need to be reloaded because it regenerates ammo every six seconds or so.
