Fallout 76 debuted all the way back in October 2018. Suffice it to say, it didn't go down well with fans of the franchise. All in all, it was essentially a glitchy and unfinished product. Bethesda even admitted that the criticism was warranted during their E3 2019 presentation —

At E3 2019, Bethesda also announced the
"Wastelanders" update. This update will be the biggest that
Fallout 76 has been subject to yet. One of the most prevalent criticisms of
Fallout 76 was that it didn't feature any NPC characters — the open-world was quite literally lifeless. Well, the Wastelanders DLC expansion is going to remedy that.
Additionally, the Wastelanders update will bring a plethora of new content and modes including a multiplayer battle-royale called
"Nuclear Winter," that 52 players can participate in at a time. Wastelanders was originally set to launch in 2019 but was pushed back to sometime in 2020.
