Blizzard's Associate Production Director Clay Stone and Lead Software Engineer Nora Mills sat down in an interview with YouTuber Destin. In the interview they spilled the beans that level cap for the beta starts level 20, and it will not be level 30 right out the gates. The beta test still starts September 17. The first cap is 20. After a couple of weeks, Blizzard will raise that level cap to 30.
That is lighter than the BlizzCon roadmap slide, which printed the whole beta as "play up to level 30." The interview is the first time a developer split that number into two phases. However that does make sense, as having almost a month of a beta test for the first 20 levels seems a little bit overkill in my opinion. Check out the interview below:
Progress does not copy to November 4. Stone treated that as standard beta hygiene. You roll a test character, you break the new systems, you delete the file when live servers open.
The window is still short. Official shop copy runs the beta from September 17 through October 21, 2026, PST. Some recap slides used October 22. Either way, you get about five weeks, and the first slice of that is a 1-20 climb.
Guaranteed keys still sit on the Skyborne Epic Pack at $59.99 and the Warcraft Forever Collection at $79.99. The $29.99 Heroic Pack gets the Skyborne race and Zephras Isle. It does not get the beta. A free opt-in on the Forever Battle.net page is a lottery ticket for the beta and not a for sure thing.
A 20 cap changes what you can actually touch on Thursday.
Zephras Isle is a 1-12 start for the Skyborne. Hall of Thanes is listed at 13-18. Ruins of Lordaeron is 15-20. Those three are the new-instance band that fits inside week one if they are in the build. Excavation Site sits at 24-29. City of Dalaran sits at 28-33. Those wait on the 30 raise.
The old vanilla 1-20 loop is in there too: starting zones, the first talent points, first professions, first battleground unlocks if those are enabled. New racials show up immediately. Night Elves get Elune's Light. Humans get a stun break. Orcs put Blood Fury on spell power as well as attack power. Skyborne get Walk on Air. You do not need level 30 to find out if those buttons feel right.
What you will not see in the first days: Riverglades in the mid-30s, the 40-60 dungeon stack, Barrow Deeps, Hyjal Summit, Onyxia. Raids are a December 9 live unlock anyway. Hardcore is later still. Name reservation for pack buyers runs October 27 through November 3.
The phased cap is an old Classic trick. Layer the population, keep the first week from dumping everyone into the same 30 bracket, watch the new 13-20 dungeons before you open the next door. Mills and Stone did not publish the exact calendar date for the 30 raise. "A couple of weeks" is the line.
Controller support is part of the same test. The BlizzCon floor only ran the pad on Skyborne 1-10, and called it alpha. Thursday is the first time that layout hits a public client. A 20 cap keeps that experiment inside the island and the early Eastern Kingdoms instead of a 30-rated dungeon.
There are still no realms. You pick Normal, PvP, or Roleplay. Hardcore is not in this beta window. Grouping stays inside a ruleset and inside a faction. Names are unique per region. If the beta client even lets you lock a name, treat it as temporary. Live names wait for the late-October reservation window.
Thursday is also a developer Live Q&A day. Questions go through the official forums. The Destin interview is extra color on top of that: how Forever started, why the cap is staged, what the engineers want testers to hit first.
The useful reports from week one will be Zephras, the new 13-20 dungeons, racial cooldowns, the HD/SD toggle, and whether the controller gameplay holds up past the island. The 30 raise is when Dalaran and the Wetlands dig become the new focus for levelers.
