The lack of a season pass does not mean the game won't have any DLC by any means.
In comparison, many singleplayer-based games such as
The Witcher 3,
Bloodborne and
Horizon: Zero Dawn usually skip the season pass and go right ahead into the complete edition.
It's very possible
God of War will follow this same path and release a DLC in the similar form of
The Frozen Wilds from
Horizon: Zero Dawn or
Hearts of Stone from
The Witcher 3. If this comes true, a complete edition will most likely follow.
